Standard Bank Underwrites Gautrain Debt Package Supporting R9 Billion Investment

The bank has underwritten the full debt package for the Gautrain’s new 15-year public-private partnership concession, supporting a R9 billion programme to modernise the rapid rail system.

JOHANNESBURG, South Africa | 12 October 2026 — Standard Bank has underwritten the full debt package for the Gautrain’s new 15-year public-private partnership (PPP) concession, paving the way for the next phase of investment in the landmark rapid rail system, nearly two decades after financing its original development.

The financial close enables a R9 billion investment programme to operate, maintain, upgrade and modernise the Gautrain.

The financing supports Sihamba Sonke Mobility (RF) Proprietary Limited (SSM), the second concessionaire appointed by the Gauteng Provincial Government. It also extends Standard Bank’s involvement from the original project financing, which reached financial close in January 2007, into a new chapter for one of South Africa’s most significant transport infrastructure assets.

Since commencing operations in 2010, the Gautrain has connected key economic centres, including Johannesburg, Pretoria and Sandton, as well as OR Tambo International Airport. The rapid rail system provides an important transport link for commuters and travellers while supporting economic activity and regional connectivity across Gauteng.

Standard Bank acted as Sole Mandated Lead Arranger, Underwriter, Hedge Provider, Account Bank, Performance Bond Issuer, Facility Agent and Security Agent, underwriting the full debt package.

The financing will support R9 billion in expenditure over the 15-year concession, covering a range of operational improvements and infrastructure upgrades. These include refurbishing 24 existing trainsets, procuring eight new trainsets, upgrading signalling and communications systems, digitalising the fare collection platform, upgrading stations, implementing renewable energy initiatives and replacing the feeder bus fleet.

“The Gautrain changed the way people move between Gauteng’s key economic centres. This financing will help ensure that it continues to deliver that value as demand for efficient, reliable and lower-carbon transport grows. Having helped fund the system’s original development, Standard Bank is proud to back the investment that will define its next chapter,” said Agnes Nkosi, Standard Bank Corporate and Investment Banking Client Coverage Executive Vice President for Infrastructure.

“Underwriting the full debt package reflects both our confidence in the Gautrain’s long-term importance and our ability to deliver complex infrastructure financing at scale. By combining structuring, underwriting, markets, transaction banking and agency capabilities, we have created an integrated solution that supports the resilience of the system and a substantial programme of modernisation,” Nkosi added.

The transaction reinforces Standard Bank’s long-standing commitment to South Africa’s infrastructure development agenda and strengthens relationships across the SSM consortium, which includes AIIM-Motseng, Alstom, RATP Dev, GIBB-CREDE and AWCA Investment Holdings.

By supporting the continued operation and modernisation of the Gautrain, the investment brings together public- and private-sector expertise around a shared objective: sustaining reliable transport infrastructure that enables economic growth, accessibility and connectivity across Gauteng.
